When charging appliances is Vacuum. Cleaner, Toothbrush, Phone etc, is it better to allow the device to run out of charge first?

no , because "IN SOME" cases that can damage the battery internally , and then "MIGHT" put an undue load on the charging circuit

most appliances like those have stands to locate them back into after use , to replenish them , or have a sign/sticker saying recharge after use

If it has the older NiCad type batteries then the answer is yes unless they have a trickle charge stand because they have what is called a "memory effect" and if repeatedly charged before they are empty will later only discharge to that level rather than a full discharge. This is recoverable.

If it has NiMh batteries it doesn't matter much what you do.

Li-ion batteries should never be run completely flat. Most will protect against that but if left flat the self discharge all batteries have may take them past the point where they will be able to be recharged.
