No soundproofing in old flats cause arguments and stress for all tenants and local authority couldn't care less, they would SAVE money as well as tenants well being by soundproofing ALL their flats especially older converted flats.
Many have suffered and been tormented due to no soundproofing.
More details
older converted flats due to the old law do not need to be soundproofed under building regulations however this causes problems with tenants especially living below someone who is normally living however it torments downstairs causing arguments between neighbors and mental stress that nobody needs.
Everyone deserves to live in peace and Housing associations and council do not do anything regarding this and just use money from the government to build more and neglect their older properties.

This is borderline bonkers. The finances, man power and time needed. We have a shortage of housing. The labour required for this would be better put to building more houses. Or improving flood prep.0

It won't happen. Even if it COULD happen, it'd take decades to get round to them all.
It won't happen because every flat is owned by different people, who don't want to/can't live in the property while the work's being done and can't afford the extra work.
It's not just a few, or a few hundred, or a few thousand, it'll be hundreds of thousands of very different flats, across the whole country .... and would be an unachievable task.
It can be done ... given enough skills, enough people, enough finance, enough people able to make it happen ... and enough decades to get through them all... but it won't.0 -
