Paying for policy I didn't know about - Personal Accident Cover

Today I received a letter through the post from Budget Insurance, advising me that a payment had been missed on a Personal Accident Cover policy that I hold and I needed to call them urgently.
I rang them, as I wasn't aware that I had a personal accident cover policy. It became apparent that it was taken out in 2011 as part of a car insurance policy that I took out, the car insurance was cancelled in 2011 also but this personal accident cover has continued to run as apparently it was a separate policy.
It's not much, it's £3.99 a month but that has been for 5 yrs. I feel a bit stupid for not realising this was coming out of my account but I thought it was a mobile phone insurance I had taken out.
Upon speaking to Budget today (or Avon I believe the insurance is with - the car policy was with Budget), they confirmed that they haven't had any contact with me about the policy since I took it out in 2011.
I was looking for some advice as to whether this is legal or whether I can try to obtain a refund for the amounts I have paid.
