Why not find out who the big IT employers are up here, and approach them? I've noticed this a lot recently that employers in the NE don't advertise as much. It shows an applicant is proactive and motivated. I also second the poster who said look in other areas, like Sunderland and Durham. Probably the biggest employer around here is Nissan, I'm sure they have an IT department.
As someone else mentioned there are also the universities (Newcastle, Northumbria, Durham, Sunderland and Teeside).
And don't be put off by naysayers. I've lived in the NE all my life, and I'm on the highest salary I've ever had, and busting to get to the next pay scale. It's amazing living in a county so close to castles, gorgeous beaches and Hadrian's Wall.
