Car Insurance NCD Query

My car insurance renewal has just come through.
It states that I have 9 years NCD.
Is that 9 years at the renewal date or 9 years from the start of the policy ??
Reason I ask is that I am looking at changing my insurance & need to know if I declare 9 years NCD or 9 + 1 = 10 years.
Sorry if I am being a bit thick here.............
