Don't stress, if your decking falls within your permitted development rights it doesn't really matter that it wasn't constructed as approved.

The height should be measured from the natural ground level, if the ground is sloping the highest point adjacent to the decking is the only one that matters ;)

Don't stress. What's the WORST that could happen?
They ask you to apply for planning permission or remove the decking?
It will be months or years before you actually have to do anything, if you play your cards right.
They may say what you built is wrong and you have to apply for retrospective planning permission. You might do that and get approved.
Changing the world, one sarcastic comment at a time.

Neighbours, who would have them, eh?? I very much hope that all went well with the Planning Enforcement Manager. If the relationship with the neighbours has broken down, have you considered perhaps neighbour mediation? There are a lot of charities that offer this service, and it can help to at least calm the dispute so that you can live next door to each other - even if you may never regain a "good" relationship with them again…. At least that way, you can try to avoid further pettiness coming from them, as it sounds like you have done everything you can to keep them happy with what you are doing to your property and the potential impact it would have on them….

Just a thought - I have a family member who did neighbour mediation, and boundaries / building work were the commonest root cause of disputes that they dealt with!
