Is it not possible to request buyer's contact telephone number anymore?

I just tried to request buyer's phone number but am coming up with
" - Unable to access contact information

Unfortunately, you are unable to access the contact information you requested. This can be due to a number of reasons:

1. To better protect the privacy of eBay users, you can only request contact information for eBay users who are involved in your recent, successful transactions. Examples are:
Sellers can request the contact information for the buyer in successfully closed transactions.
Buyers can request the contact information for a seller in successfully closed transactions."

I have triple checked his ID and the item number but I get the same message.
What am I doing wrong?
The auction ended 3 days ago. It was collection only. I have messaged him/her twice to arrange collection but there has been no response.

    It's probably yet another ebay glitch.

    Thanks for that pinpin. So they have changed it.
    Now where do I stand? Buyer has not paid so I can't request his phone number. So I guess it is a waiting game.
    Anyone got any suggestions?

    3 days and you've already sent two messages? Give them chance to respond. They may not have even checked ebay or their emails in the last 3 days.

    People can be slow to message when it comes to arrange collection.

    Normally I don't send a single message till day 4. As it is Christmas and I thought they were buying it as a gift, I was trying to get him/her to collect before Wednesday. Guess I will just wait till after Christmas then.

    They might be, but at the same time it's Christmas and they may be really busy.

    Fair enough sending a message sooner to arrange collection ASAP but sending more than one, especially in a short space of time, isn't going to make it happen faster if they're not looking at their messages. You don't want to spam them and annoy them.
