Can't reply to feedback left from seller

A seller has left me a false positive in retaliation to a negative feedback I left them.
I want to respond to explain what happened, but I get this error:
Feedback Error
Sorry, you have no feedback. You cannot respond to feedback you don't have.
Any ideas what else I could do?
Background
I bought an item that was advertised as being sent by first class post, but was sent second class, and was thus late.
I raised the issue with them, but they snippily replied that it was ebays fault for suggesting 1st class postage, whereas they wanted to send it second class.
They said they would refund me the postage, then I received a 1p gift payment through paypal. I responded asking if it was a mistake, but they didn't get back to me, so I left the negative.

You should contact Ebay about the negative. Ebay do remove feedback in some cases and this surely is a case when they would. Make it clear that it was only left after you left them one.0

Am I best speaking to someone on the phone, or can it be done by an online form?
I don't really feel it's worth paying their premium rate call centre for, that's why I'd be happy to just respond to highlight the seller's actions.0 -

Premium rate number- where did you find that? I always get an 0800 number which I think is free.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. That's why I thought I'd be better asking for advice on here ;-)
This is the problem- the ebay 'premium rate number' is one of those things that everybody believes is true- yet no one checks. Anyway, googling the number won't give you a pin number to get straight through, without the pin you just end up queueing for hours.
Go through your own logged in account, if the first options you choose don't give you a telephone number and pin try different options until you do get one.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I had a false positive removed last month, from a seller who wasn't happy with the neg I left after INR case opened. she didn't refund and ebay forced the refund. I called ebay and saw the false negative and removed it within ten minutes0

UPDATE - The response to feedback finally worked!
Couldn't get through to CS for some reason, and their call back service couldn't connect.0
