Flight cancellation - compensation question

OH is trying to get home from France, and when he checked in he was told his flight has been cancelled (having already been bumped off the outward flight after a 2 hour delay). He has been rebooked on the next flight, which is due to leave exactly 2 hours after his original flight.
Will he be entitled to the standard cancellation compensation? If it was over 2 hours, I know he would, but at exactly 2 hours, I'm not sure.
Also, if this second flight is delayed further (which it may well be), will that count as a new delay? I mean, if it is delayed for 1 1/2 hours, would that be a 1 1/2 hour delay for him, or would it be 3 1/2 because, counting from when he should've flown originally?

The rules are clear, anything up to 2 hours caused by a cancellation gives you 125 euros but only if the cancellation was effcetively under the airline's control. If the plane broke down or was delayed due to ATC, then no compensation is payable0
