I suppose that's a personal choice for your own property.
But back to BTL, in fairness to the existing system the laws related to that sort of thing are quite robust. The problem lies in enforcement, which in practise disadvantages those landlords that want to do it the right way, and those tenants whose financial circumstances relative to housing needs give them little choice but to deal with the landlords that are less likely to have that mindset.0
