We have also got a concrete ceiling in the same position and want to insulate it.

Yes, I am also thinking of this as an option, but having only seen the room for a quick once over inspection, I think the previous builder has already plasterboarded most if not all the internal walls and it would be a pity to have to rip that off.

You wont have to. You should be able to screw through the wood and plasterboard right into the wall with suitable fixings. If the walls are put on with studs than find them and make sure your fixings go through these (will be able to just screw straight through into them. If dot and dabbed then pilot through the wood, plasterboard and into the wall at 500mm-1000mm intervals, then drill out with a bigger bit and plug the hole. Screw this in place and then fix the ceiling joists to these by toe nailing.
