iPad sim - best deal/coverage?

Partly for business use, I've invested in a refurb'd iPad Air to replace my old non-cellular iPad 2, which my mother will now use. I probably won't use the cellular very much; it'll just be to upload pics & social media updates for my small business when I'm out trading, not to watch movies & catch-up TV. So what's likely to be the "best buy" SIM for this - a PAYG, or a low-priced pay-monthly?
Coverage is also an issue; it's somewhat flaky at our home address, and usually even worse when we're out at festivals and shows as they're usually rural. We're in the South of England, not too far inland from the coast. It's not as simple as checking which network covers our home address; what I need to know is who has the best overall coverage down here, particularly in rural areas, and I have no idea how to find that out!
