FO upheld my claim but RBS is playing games?

Near end of October I received confirmation from financial ombudsman that the found in my favour & that RBS had until November 17th to appeal against it. They didn't & I never heard a peep from them until a text today.
I had spoken to someone from the FO & they said the bank can take up to 8 weeks to pay me? When should that 8 weeks have started? From when they were notified? Or from the last day they could appeal?

In the text today(December 17th) they say it can be anything up to 28 days or even 56 days & says if I have outstanding debt on accounts with RBS then my payment may be impacted, can this mean they can choose to use it to pay any authorised overdrafts I have with them?

I feel they are messing me around, is this standard behaviour?
