Guaranteed Pension Credit question

Can someone tell me if the Gauranteed Pension Credit would be the same amount if making a claim now or after the changes in April 2016?
This would be for a single woman who gets a basic state pension (been retired for 3 years) and has savings of less than £10,000.
Also, under the same circumstances would there be any help available with Council Tax etc?
I am trying to find out what the difference would be in applying now or after April

Pension Credit will uprate in April as normal. It will make no difference if you apply now or in April but they won't back date to now so I'd apply sooner rather than later.The frontier is never somewhere else. And no stockades can keep the midnight out.0

If you qualify for Guarantee credit you will get housing benefit and council tax benefit.The frontier is never somewhere else. And no stockades can keep the midnight out.0
