Away from home in Winter

If you go away in winter the Energy Conservation Council recommend setting your thermostat to 'frost' or 5 - 7C. I've asked various plumbers and they all say the same. Some insurers do quote this figure but a lot are, as you say, much higher. As this has to have to be left on 24 hours it uses a lot of fuel and most of it is wasted. I wrote to the ECC and they agreed that the insurers need educating but I suspect nothing has been done.
