Scratched neighbours bumper: advice please!!!

In August 2014 I bumped into my neighbour car whilst I was parking. There were a couple of minimal scratches and in the interest of honesty I left a note apologising.
He told me he was going to get a quote from one of his mates and let me know the price.
I have since bought a new car and didn't hear anything from him until June this year when he told me again he will be in touch and that his car had broken down in the middle of the nearby forest and had to be left there for over a month.
Now, 1 year and 4 months after the incident he came huffing saying he needs to get the car sorted. I told him that it's been a long time since the incident, there seems to have been other incidents with the car and I have not seen any estimates.
I would appreciate advice on how I should approach this. I understand I'm at fault but I don't want him to take advantage of me for a couple of small scratches.
Should i go through insurance or try to negotiate?!

If you think he's scamming you then go through your insurer (assuming you did inform them at the time (and any subsequent insurer you have moved to).
(If you haven't disclosed your incident to your insurer then you are in a bit of a hole, and will need to sort this out yourself or risk all sorts of problems if you now want the insurer to deal with the claim)

Car? What car? Is one approach.
However he may just decide to scratch your car whenever you leave it outside and reverse into it.
If you aren't moving soon then a quick blow over of the bumper on mates rates is likely around £100.
Cheaper than an excess after your car get scratched.0 -
If he doesn't have your old car registration number, he'll struggle to pursue it.
Given it's taken him this long to raise it, he may well be far too lax to have made notes and kept them.Change is inevitable, except from a vending machine.0 -
Do you remember which panels the scratches were on?
If so then just get a reasonable quote and pay for it to be repaired.Changing the world, one sarcastic comment at a time.0 -
Sounds like he basically abandoned it, now needs it and realised he can't afford to get it up to scratch... On comes op who scratched it some time in the past- she can contribute0
