H2B ISA and Moving Abroad

Afternoon all,
Quick question regarding a family member who wants to open a H2B isa:
In a few months they are going travelling abroad for two years, meaning they will be unable to contribute to new money to an isa. However, if they were to open a Nationwide H2B isa, and a normal Nationwide isa with a lump sum - presumably they would be able to transfer £200pm from the normal isa into the H2B isa with everything remaining under the same tax wrapper...
Can anyone confirm or deny whether the above is permitted?
