Well, I've sent a message to Paypal explaining that I'm more than satisfied with the item, happy with the item price and the P&P - and that the seller has been polite and quick to respond to my message - but not happy about the fact that the transaction was classed as 'money transfer'.
I'll wait and see what they have to say.
I know it's only £3.00 (and my li'l sis says I should get out more :rotfl:) but it's the principle and I'd rather that £3.00 go in a charity tin than be in a credit card company's pocket.0 -

OP could have "bought" an item via ebay and paid for it via a PayPal money transfer, which would explain why they were charged a cash advance fee.0 -

I've sent someone money via PayPal gift on a credit card and it didn't charge me a cash advance fee. I also got the amount interest free because it was processed as a purchase.0 -

I didn't realise PayPal treated cash transfers as purchases. I avoid it for everything except small ebay purchases.0 -
OK - so an update:
Here's what paypal said after the first time I contacted them:I can confirm that for the payment of £60.00 to x, we only charged your card xxxx with £60.00.
The transaction is not a money transfer and is purchase you have made. Since the charge is by your card provider, please contact them directly.

So I replied:
[/FONT][FONT="] I HAVE contacted my c/c provider 3 times.
I have told them what the purchase was (2nd hand silver bangle) and that it was not a 'money transfer'.
This is what they have said in their final reply:
"Many thanks for your reply.
I understand your frustration with this, I can see in our previous messages that colleagues have advised you that payments made through PayPal will be classed as cash or a quasi-cash transaction, to also confirm that as the merchant is listed as a pawnbroker they are processing this transaction through PayPal as this type of service and it is the merchant and PayPal themselves who are listing it in such a way that we are then charging you accordingly, as such because the fee is correct we are unable to refund these charges."
So because the seller classed the sale in this way:

my c/c company say it IS a money transfer and therefore attracts a 5% fee.
I have no issue with the amount charged by the seller (£60.00) , it is the fact that they have classed it as 'money transfer' (as can be clearly seen above) that has resulted in my being charged a 5% fee.
[/FONT]I checked and reviewed the transaction and I can assure you that it is a payment for goods. You will see the type of payment when you go the transaction details of the payment.
This is the CC Transaction ID xxxxxxxx we got from your card showing that we only requested £60 GBP. It could be that the bank has charged you a processing fee.
If it's a 'payment for goods', why does it say 'money transfer'?
Of course, my bank (c/c company) have charged me a fee - because the bloody transaction has been classed as 'money transfer'! :wall::wall::wall:
I was just about to reply when I got another message:Thank you for contacting PayPal. I completely understand your frustration over this issue. It seems as if no one is willing to budge on this issue, so I have credited your account with the 5% (3,00 GBP) charge from your credit card.
So I guess my c/c company are up £3.00 and paypal are down £3.00.0 -
I'm glad you got it resolved of a fashion in the end.
It would be annoying for me though as you haven't really gotten to the bottom of the problem, it seems you have just 'bored' everyone into finally backing down.

I'm going to reply and thank the person who refunded my £3.00.
I'll also point out that any seller putting through a payment for goods as 'money transfer' may get challenged if anyone notices a 5% fee on their card.
OH wondered if it was some sort of deliberate thing by the seller but we couldn't work out what it might be.
A good job that we're very vigilent in checking our c/c statement - at least the OH is vigilent in keeping track of what I'm buying.0
