Taxation of Redundancy/Termination payments

I have been told the government is looking into the taxation and NI of termination payments and there was a consultation process that finished on 16th October called 'Simplification of the Tax and National Insurance Treatment of Termination Payments'
does anyone know of this? how far it has got? and when it is likely to come into effect?
