Where can I get an OS with IE8 installed?

Most of our NHS customers are still using Internet Explorer 8 (could be worse, our Govt contracts are on Internet Explorer 6 - no wonder their systems are so easy to hack!)
Trouble is, I need to do some debugging on native IE8 (compatibility mode with IE8 doesn't cut it)
I have MSDN but the win server 2008 R2, windows 7 etc ISOs seem to all be updated already, I need old builds / pre release candidates - most links either look dodgy, or no longer available.
Anyone have an idea where I could get a 'safe' version of win 7 RC or 2008 R2 RC from please, pref not a torrent.

If you need a physical machine and installation, Windows 7 by default comes with IE8. This applies both to SP1 and the previous release.
You can download Win7 ISOs from Microsoft with your product key:
https://www.microsoft.com/en-gb/software-download/windows7
There are a few differences primarily in terms of page rendering between IE8 on XP and IE8 on Windows 7. Nothing too major but may be worth being aware of.0
