    Someone should tell all the banks that advocate and supply Rapport, for example.

    Many banks do, and Santander is one of them. http://www.santander.co.uk/uk/help-support/security-centre

    In the end it is the responsibility of the account holder to take appropriate precautions for themselves.

    Securityguy wasn't questioning the competence of Rapport, he was just countering Archibald's statement that 'a bank has no responsibility to tell their customers what they should do with their PCs and other devices, and the bank would be on dodgy ground if they did provide such advice.'
