The pedestrian was walking down the pavement and then just started to turn and cross the road as I was almost level,

That is not what you said! Here are your exact words:-
....as someone was waiting to cross and I did not stop to let them cross.

    So please don't be disingenuous.

People seem to be jumping to judgements here instead of answering what seems to be a straightforward factual question.

OP: If the belisha beacons are there but the markings on the road are gone entirely, there is no zebra crossing there.

The lights are there to make the crossing more obviously visible but it's the road markings themselves which denote that the crossing exists or not, and the regulations are clear that markings being discoloured/displaced only keep the crossing active as long as the general appearance of the pattern of the crossing is still clearly visible.
Obviously, if the entire set of markings is absent entirely the pattern is not visible, so there's no crossing.

It's not so straightforward, as this is part of a domestic dispute and he has to let her win or else......

My mother was (successfully) prosecuted for parking on double yellow lines, even though the road was being resurfaced and they weren't there.

The magistrate said that as she was local she'd know that it was no parking there.

You must not have been married long if you're still arguing with your wife.

Just smile and nod . . . "Yes dear".

The yellow flashing round lights/beacons are still on the pavement by them
My argument was that anyone from out of town would not know there is usually a crossing there

If they looked up from the tarmac, yes they would. The 'no road markings' sign is there to help you, the driver, out - white paint is missing, be cautious. By your argument, you'd be allowed to drive on the right.
    You should have stopped.

In The Olden Days, "They" would have bagged the lamps with "Crossing not in use" bags until the road markings were re-instated.

(Everything was better in The Olden Days)
I want to go back to The Olden Days, when every single thing that I can think of was better.....

(except air quality and Medical Science ;))

To be a zebra crossing, it would need to comply with reg. 5,(1) - both (a) & (b), and sch. 1, part ii, The Zebra, Pelican and Puffin Pedestrian Crossings Regulations and General Directions 1997.

If the road markings were absent, it would only comply with 5,(1)(a), and not 5,(1)(b).

Pelican and Puffin crossing road markings are covered by reg.5 ,(2) &(3) and sch. 4 of the same regulations.
