Postman comes daily so may have keys or codes or there are letterboxes. Parcels just wont get delivered mostly, and will just post a collection card. Even if someone happens to be in they probably dont have meter cupboard keys. Many tenants just never are given a meter cupboard key to begin with. Nearly all my flats are the same, its rare to get one where its straight forward. UW only read at six monthly intervals and will just visit once, so they will all go to the 2 year mark and well beyond.
