All you can do is complain to them about not presenting this information clearer on the checkout page.

But no you do not have a legal case against them. As part of the confirming payment, you would no doubt have had to check a box to confirm you've read the T&C's (which would have told you about the extra charges), if you've chosen not to read the T&C's, then you're the one at fault here.

In this case, Agoda collected the cost of the hotel and hotel tax at checkout but made no mention of Tourism tax.
    No mention of Tourism Tax?
Please re-read post#2, where is is pointed out that Agoda did advise you but you chose ignore it.

Even if Agoda do not collect the tourism tax, they should at least inform the customer so that the customer can budget for this.
    See above.

I'm more sympathetic, and whilst I suspect agoda are under no obligation to, being a pain in the backside might make them goodwill you £14 to shut you up. Otherwise, try watchdog, at least other people will not get caught out if they know to check.

The charges were not listed in their T&Cs; they were hidden away in an irrelevant section (under hotel policy).

Not hidden away, just in a section you chose not to read.

Maybe not, but as mentioned in post#2, the T&Cs advised you:
Hotel resort and other mandatory fees (see below) and certain local city, tourist or occupancy taxes (when applicable) that are required to be collected directly from guests, are typically not included in the rate unless stated otherwise. Please verify the Accommodation description or policies on the Site.
