Nest/Hive thermostats

Hi if anyone can answer these question it be very apprecated
I have all electric as no gas in village,

Have underfloor heating which is water but heated by eletric this i think as 4 pipes seems to come from the heater going under the floor.

We have a water tank, bottom is 3 quater and top is a quater so 2 x storage in one tank. Top always on for washing up showers etc..
Bottom water storage get switch on when we want a bath.

I have a thermosats that just powered by battery but seem when it hit a low temp it not sending signal to turn heating on only way to do this is turn mains (Heateing switch) off and on then it will kick in
So my Questions are

1-Can i use these gadget to turn boiler on & off?
2-Do they work with underfloor heating?
3-If possible would like to have control all 3 from my mobile?
4-Have anyone got or tried these if so how you get on with this.

Reason i want one is im hardly home and the small tank heating water all day for no reason and heating not doing what it should unless i turn the main on and off...
