Paper cuter question!

Hi, I'm going to try and make some little lumieres for led tea lights as part of a Weding declaration.
Basically it's a small hand folded paper bag with some cut outs to let the light shine through.
I was going to buy a heart shaped a per cutter but two things worry me.
1. I will only be able to,punch around the top edge cutter won't reach to the middle. Is this right? Any way round it that you know of?
2.will the hearts all appear to be upside down? Or can you rotate the cutting stencil.
Any advice most welcome! I've seen some online but I think they must be laser cut. I'd like to diy me style as far as possible. The paper will be music manuscript.

The paper punches I have only reach a small distance over the edge of the paper and would be upside down!
My suggestion would be to trace round a heart shape and cut out by hand with sharp scissors or with a scalpel- obviously very time consuming if you want lots of small hearts.
Another idea might be the very opposite. Try a sample of gluing punched out hearts on the surface of the bag, then when the light shines thro the hearts will appear darker. Just a thought!
