Fraudulent Tracking Provided - Please Help

My PayPal address is fine, I've been using PayPal & eBay for over 10 years without issue.
I can't post any screenshots here, it shows locations which I don't want to divulge here.
Sorry.
You can block out any personal info. All there is on the tracking is the parcel number, a name (which you've already said is missing), the signature (which you say is not decipherable) and your delivery office.
