Equita and Parking eye charge from 2013.

I've just received a letter from equita for a parking charge of £200 so I rang them immediately and spoke to a very ruse operator who only asked me to pay £200 to which I replied "no" it's basically came to light that this was for a charge at a retail park for being parked for over 2 hours. I explained this was because my sister works on the retail park and in may 2013 she borrowed my car for a period of time and her boyfriends and now both of us have these charges coming through. Because she works there this is why she was parked for over the 2 hours.
They were not interested in this and advised me to contact parking eye directly which I did and got told by them to contact equita as they were unable to help as the account was passed on.
I rang equita back who again refused to help and just pointed me back to parking eye so instead I rang the BPA who couldn't help and pointed me back to parking eye.
What do I do? I am not paying the fine but I don't want baliffs etc at my door for this. Who is my best point of contact can I still ask my sister to appeal this at her work place?

Contact PE by e mail or post ( with free proof of posting from Post Office ) and nominate your sister as driver .Keep copies
This resets the clock and she will receive a notice to driver which she can appeal to PE and then POPLA.
The charge they ask for will also revert to whatever was originally requested .0 -

Sound advice and your best way, at this point, to potentially kill this off. If a Notice to Driver is served on your sister, she can come back here for help in appealing it. She could also tackle this via her employer at that stage.Please note, we are not a legal advice forum. Don't panic, you wont be seeing bailiffs at your door.

@OP - could you tell us who the prime retailer is at this parking location. It may not be the same one that your sister works for.
Alternatively, if the parking location is a multi retailer site, sometimes there is a large notice board listing the retailers on the site. Often in one of the bottom corners will be the name of the land managing agent, if this is the case, could you ask your sister to find out who it is please?

So what happened when you both complained to the Head Office of the retailers? Or the landowner/managing agent if it's a multi-retailer site?
I mean when you complained this week, rather than PHONING a debt collector and PE (why oh why...?).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
