Is there an assessment in the English system like in the scottish system, or is it at the discretion of the parents?

Scotland seem to have it so much more regulated. What if a parent just decides it's inconvenient for their child to start school? And if you defer in England, how are they educated during that time?

No assessment in England, it's up to the parents if they decide not to send their child. It used to be, when schools did their own admissions, that they would not guarantee a place in yr1 if you didn't take up the reception yr place offered, use it or lose it. I don't know whether that's still the case now that LEA's do the admissions.

As there is no legal requirement to educate until the term after their 5th birthday there's no guarantee they would be educated at all for that year, some stay at nursery I guess, but image a nearly 5yo at nursery with a load of 3yo's, not ideal.

If you defer in England, you are on your own. A Nursery may agree to take you on the other hand they could refuse. You also would need to re-apply for a school place the following year, if there are no places in Year 1 (as no one from the reception class you should have been in has left) then you have to try and find a school with an in year place. I would think that you would really be trying to find a reception class place. If you decide your child is not ready for school one year, they are unlikely to be ready to jump a school year the following year. Reception places are oversubscribed in a lot of areas, finding a place may be difficult.

In more rural areas it may be easier to choose which year to place your child.
