student finance and single person proof

Hi,
This is on behalf of my brother/dad
My brother has gone back to uni, student finance are asking to proof that my dad and mother are split up ( they was never married )
they are asking for an affitdavit which will cost around £90, which I think is very harsh over xmas time. Is there a template letter around or a cheaper way to do this?
Theres no single person discount council tax bill either

Do your Dad and brother live in the same place, and with no-one else? In which case now that your brother is a student he is exempt from Council Tax, so you can contact your local authority and ask them to issue a new Council Tax bill, this time showing the single person discount.0

I wrote my own affidavit stating my name, address, that I was the parent of my child who was a student studying whatever course at wherever university and stating that I was the only adult resident in the household, (in my case also giving the date that my STBXH left, although this is not relevant to the OP)
My local solicitor saw me to swear the affidavit and only charged me a sealing fee of £5.

regarding the affidavit, I live at the address with my dad. I'm his brother. Would that change things?0 -

has anyone got a template for this as I don't fancy paying £90+VAT for this? I read people got statements online and had it signed for £50
