Claiming from driver's car insurance

Hi,
Apologies this isn't entirely consumer rights related but I wondered if anyone here might know.
A friend of mine was walking her dog along the pavement and she, and the dog, were hit by items thrown from a moving car (yobs throwing small stones). My friend was shaken but her dog was hit in the eye and has had to have some work done at the vet. All is well now but it was quite an expensive bill for her.
The police have been very good to her and have told her they've identified the car and driver. They're going to get back to her but does she have a right to know the registration plate of the car? Can she claim the vet bill from the driver's insurance? I understand that there isn't necessarily evidence of what they've done - but I just wondered if there was a process she could follow?

No, the people involved apparently committed some other similar offences (including more serious items being thrown although the police didn't tell her any more) and someone else, I assume, got the number.0 -
Unlikely the car insurance would cover these liabilities but you may be able to claim the costs from the driver or passengers. Tell the police this is what you would like to do and they should be able to advise if a claim for damages is possible based on the evidence they have.
Try asking on the insurance board.0 -
Their car insurance isn't going to cover what is essentially a criminal, non-car related act. Your best best, and I suppose it depends on the costs involved, is to take out a private case against the idiots.0

Or if they're charged ask for compensation to be awarded at court.
If this is done expect it to be paid at 50 pence a month.0 -
