Before buying a new computer from Dell, I am very comfortable with Vista and Win 7. I know Dell install Win 10 on their new computers.
Can I ask Dell to install Win 7 or is it possible to make Win 10 feel like Win 7 through settings (I hate new tiles in Win 8 and Win 10, settings, etc)?

Basically if you don't touch the "tablet mode" you won't get too much distraction from live tiles. Only one half of the start menu will be tiles. But you can remove these tiles and put up the icons of your favourite software, makes a convenient access though.

In my view Windows 10 isn't that different a user experience from Windows 7, though obviously it's not identical.
In the world of Microsoft you either go with their latest OS or risk running an older OS which will eventually become unsupported and a security risk.
Having said that Windows 7 is not due to end extended support until 14 Jan 2020, so yes you can ask Dell if they will install it (I don't know what the answer will be!). Or nothing to stop you acquiring a copy and installing it yourself, if you really want to.
Unfortunately, aside from unofficial workarounds like Classic Shell, MS only provides fairly superficial customisation options, so essentially you're stuck with what they give you.0 -
If you have W10 professional then you have downgrade rights to W7 professional, you still have the option then at a later date to go on to w10 at no further cost.Science isn't exact, it's only confidence within limits.0

I heard sales people in the call centre can offer better price on the computers that are advertised on their website. Is this true or experienced this?

find a model on there website , look at the price , then ring Dell
ask Dell for the "best price" for that same model , check out any warranty differences and changes to accessories , if they quote cheaper by phone , then the answer is YES , they can sell cheaper than their website ,
