Cavity Wall Upstairs Only

Hi
I own a pre 1900 end-terrance and when I enquired about various energy saving grants, they came out and had a look at whether there was cavity walls
Apparently I have a cavity wall on the end of my house, but only upstairs. Downstairs has an passage way which runs front to back but part of the house (shed door either side and looks like its an 'outside' passageway except above it is a bedroom and the rest of the house)
My question is how is there a cavity wall upstairs and not downstairs. Whats supporting the cavity wall as it would be wider than the downstairs (not sure if the below ASCI looks right but its how I imagine it would be

A cavity wall over a solid wall is not a problem. My bedroom is over my garage so we have the same situation. A bit of steel & some bolts do the job fine.Tall, dark & handsome. Well two out of three ain't bad.0
