jpeg resize program, print to set size

Options
Basically I want to do a d!cor project where all the prints are the same size. Height 175mm and width 250mm.

Is there a program where I could create a template to that size and then (click and drag jpeg file onto it and print) or resize image to fit template and print.

To be honest I don't want to use Paint alter page setup, print and manual cut print to size, as I do really want to waste ink.

However I might want to change print size for later projects.

Can anyone suggest a program to do the task?

    I have a program called "Quick Web Photo Resizer" from DZSoft - mine came with a magazine, so I don't know how much the proper version is, if there is a cost. Set the output resolution, drag and drop images into it, then back out again.

    Irfanview for batch processing, or jpegcrop if you want more control over framing but want to do a load at a time. Both free.
