Help - nottingham student - pcn

10th of November 2015 - I live on a quiet student street in Nottingham, moved here September 5th, never had a problem with parking on the single yellow line.
My current situation down my street is hectic as we have builders taking up spaces provided for the houses so I returned to Nottingham late one night and my only option was to park on the single yellow lined with the sign No stopping Mon-Sat 8am-6pm.
I was woken up on a Tuesday with the police physically lifting my car onto a tow truck... I fully accept the PCN because yes I shouldn't have parked there, but there was no obstruction, I had just parked over the yellow line slightly.
Are the police allowed to tow away a car in a quiet residential street for simply parking on a single yellow line just 2 hours after my PCN was given?
The police man told me to appeal my PCN and I still haven't heard back. 24/7 the yellow lines are constantly filled.. I am just wondering whether this action is totally legal? Or totally over the top?
Some advice would be nice!

We centre mainly on private parking tickets on this site. Your best bet is to post your query on pepipoo.com as they are the Police/Council ticket experts. Are you sure this was the Police? Surely Notts Council?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
