    however the reply you have posted refers to the client , was that letter from vinci/indigo or the likes of PCS/DR+?

    I must add what an informative and helpful find this is.
    Any how, on the 17/10/15 a 09:02
    I was issued with a PCN from Vinci for parking in a permit holder car park.
    I ha purchased a ticket but forgot to check it was permit holder only.

    I was visiting somebody and dropping some personal effects to whom somebody was admitted to a Phyciatrict centre, regardless to say, I wasn't quite with it.
    I emailed them this template letter

    I understood all mental health services for Cardiff and Vale UHB were located at Llandough, where there is more than ample free parking.

  • I thought the Rawnsley unit was still located at UHW,
    This was where my ex partner was located there before, needless to say I was wrong, I was there littery 15 minutes after guessing I was in the wrong district of the city.

    So you need to complain to the BPA (and copy to the DVLA) that despite your appeal (copy what you sent them - as you've posted above, and a copy of their reply) you have not been provided with a POPLA code.

    This is what the BPA (under instruction from the DVLA) told operators about providing POPLA codes immediately with a rejection.
    “the following practices may be considered as Code breaches and must not be continued:
    • Asking the motorist to enter into additional correspondence to obtain a POPLA code
    • Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
    • Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
    • Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied “

    So get that complaint across to the BPA and DVLA. The worst position you should be in afterwards is being given a POPLA verification code. But many operators quickly cancel once the BPA and DVLA come sniffing.

    No-one said it was. Why are you not just emailing the BPA to complain about the lack of POPLA code. Why are you looking on the DVLA website? You just need to email them a complaint about the POPLA code not being supplied, if you appealed on time:

    aos@britishparking.co.uk

    and

    david.dunford@dvla.gsi.gov.uk

    Do not add any detail about who was driving, so no background 'I did this' nor anything about the permit. The complaint is about the lack of POPLA code, not an appeal about what happened.

    Are you certain POPLA was not offered on page two?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
