Fixing wooden skirting board

We're having an engineered oak floor fitted in a room, with solid oak skirting board (and door architrave). I've got some oak plugs to hide the screw fixings, but haven't a clue how to do this. Any hints, tips or links appreciated.

I think you use a plug cutting drill.
The only thing I can find is this-
