Fencing repair quote

Hi

Due to the recent winds our fencing has blown down consisting of 3 6 ft panels and a gate which are all still connected together. The posts have just been completely uprooted and are resting at a 45 degree angle on next doors fence and there is no damage to any of the panels or gate

We have have been advised that the builders haven't dug the foundations deep enough and therefore the quote consists of the following.

To dig the foundations deeper for the current 3 posts and add an additional 2 posts to the existing fencing. Cement all 5 posts in and refit the fence we have been quoted £260.

Are they concrete posts or wooden posts ? Were they not the right height before - ie if you dig them deeper wont they be too short ?
