No Primary Car Insurance - Can others Drive it?

It depends entirely on the driver's own cover.
Some policies don't cover driving other cars at all, especially for younger or higher risk drivers.
Some only if the car has its own policy, especially from the cheaper end of the insurance market
Some have no restrictions.
The requirement for the car to have continuous insurance is a completely different matter and that obligation is for the keeper, not the driver If a person whose policy covered them to drive the car were to drive the car, they would not be committing any insurance offence.We need the earth for food, water, and shelter.
