W10 getting Cortana to work

Right, I know if I set everything to US Cortana works, but i dont want the US keyboard as it shows @ instead of ", (and visa versa), & im in UK so ive set everything by the book, region, installed UK english pack, changed to UK keyboard,deleted US language, but when I get to the "Speech", it is stuck on,English (US) the drop down arrow is not working so you cant change it to English(UK), so no Cortana (I have Googled the problem) no joy. Any clues, Ta.

    Edit, now sorted (i think) options
    download Language pack. Why so complicated?

    US software pretty much always provides US only dictionaries etc. and you have to download British versions. That said I would have expected that specifying a UK install would also set up Cortana as English or at least provide UK and US options. I did take W10 but currently have Cortana disabled as I have no need for it (that I'm aware of).
