    Firstly, yes - you are quoting Scottish law, and since this is an AST (not a SAT), the OP's daughter's friend cannot be in Scotland.

    Second, thank goodness Westminster has more sense than to expect LL's to act as Social Workers, or Police, or Psychiatrists.

    And thirdly, from your same source:
    The law defines antisocial behaviour as behaving in a way that is causing or is likely to result in alarm, intimidation or distress, or a sequence of activities that causes this. It affects at least one other person living in another household and cannot be an isolated incident.
    At least the Scots have enough sense not to force LLs to interfere with what goes on within a household.

    As the property is a multiple occupancy it is effectively different households - this is why there are different tenancy agreements for each occupant
