How can I find out that the seller did everything according to building regulation to subdivide the flat? Or he has planning permission at all? I have seen there is no enforcement notice but I guess if something is wrong maybe council has not noticed yet.

I would expect it to be in the local search. But there's nothing relevant there, so the question then is what has actually been done to the property and when. Which could be guesswork (particularly if the seller isn't answering questions, or you're not willing to trust them), and is where a surveyor can be useful if you can't figure it out.0 -
