Seems to be legit. Spybot Anti-Beacon is a standalone tool which was designed to block and stop the various tracking (telemetry) issues present in Windows 100 -
There are a few programmes that claim to disable Windows 10 telemetry. Use at your own risk though as MS say they can damage your install (though one could say 'they would say that').0
