Radiator Pipes/Laminate - Do I Need Drill?

I'm laying some flooring laminate and need to accommodate some radiator pipes.
I've asked some basic questions about the above on here before, and done some research. It appears that the best method is to use an electric drill to cut out the holes for the pipes, and finish with a jig saw.
I don't have an electric drill, and can't afford one at the moment.
Is it essential to use an electric drill, or is there a cheaper alternative?

A hand coping saw would do it, but slower and needs a steadier hand

I use plastic / wooden pipe collars to hide any errors....
