Zebra crossing lights not working

    Sounds like a very GOOD place to put a crossing to me.
    So your approach to the crossing is often blocked by vehicles turning into or out of the hospital grounds (local buses go into the hospital grounds where they turn round on a roundabout to exit back onto the main road).

    So your view on approach can be blocked until the last minute if a large vehicle is turning in or out. Indeed looking it up it is something of an accident blackspot.

    And that little lot sounds like several very good reasons to be taking even more care than normal.

    If you knock a pedestrian up in the air when they are crossing a pedestrian crossing then you will always be considered at fault

    That is why the zig zags are there, and why you get 3points for parking on them. They are to allow unrestricted view of the crossing and those walking up to it.

    And going by what the OP has stated the crossing is on the road.

    The difference is that "right of way" implies that you have the right to continue. You don't. If the other person is there, you let them be. You might have priority, so (all else being equal) you go first - but their (actual or likely) presence in your path means you let them go.
