    Dates.

    Date of contravention.
    Date on letter you received. Does it say "Notice to Keeper or owner"?
    Was there a windscreen ticket?

    No windscreen ticket.
    "Postal Notification of Parking Charge" received: 11/11/15 - doesn't say Notice to Keeper or Owner
    Appeal rejection letter dated: 07/12/15

    I have this bee in my bonnet about v.a.t. I believe that it could be their undoing, I would right to them thusly, (copied to HMRC)

    "you state that VAT is not applicable on parking charge notices. Are you therefore saying that this PCN is issued for liquidated damages for a breach of contract, and is not a contractual term?".


    Keep hammering the v.a.t. issue, they could shoot themselves in the foot.
    You never know how far you can go until you go too far.

    I certainly never recommend bothering with losing at the IAS (because almost everyone loses at that kangaroo court which has been shown to produce gobsmackingly awful decisions from people who appear not to know the differnce between contract law/the POFA and actual 'road traffic law').

    See post #3 of the NEWBIES thread for links which explain IAS stage and why my view is not to even try. It would make you more likely to be pursued in my view, and would make you feel you have no case - that's what it's designed to do, it seems.

    People have ignored debt collector letters re fake PCNs for a decade. It's not much different now, only if this had been a BPA firm we'd have said 'appeal to POPLA' because POPLA appears to still be winnable and independent.

    So, come back next year only if the PPC tries a small claim. NOT to tell us about debt collector letters (please just Google them). We don't need any more posts or threads & yet more chewing over those same old letters.
