Plevin a few questions

I have read a few articles and threads regarding the Plevin case and have a few questions which I was hoping some of the experts on this forum may be able to assist.
I know that the FCA has yet to publish it's guidance regarding this matter (due before end of year?), but what I was wondering will this cover loans which were unregulated? I took out a loan with Paragon in 2003, paperwork states that this was "Unregulated Credit Agreement" - does the fact it is Unregulated mean that I would be unable to seek redress? I consider that I can prove that the PPI was mis-sold.

I then refinanced this loan with another from Paragon in 2006 which was regulated - have reclaimed part of PPI on this through the FSCS as broker involved has gone bust (Pretty sure I got 90%). Would it be possible to claim from Paragon - aware that I may have to repay part to FSCS.

Any advice would be appreciated.

    I doubt it as the regulator cant force regulations on things it does not regulate.

    It is possible the lender may follow the FCA guidelines on all loans. However, that would be voluntarily.
