What will be interesting to know, is how many invoices they issue because of the chaos

Effectively is not a word I would use.
You never know how far you can go until you go too far.
  • I think they must mean traffic marshalls rather than traffic wardens surely?

If that car park isn't currently 'managed', there'll be plenty of PPCs falling over themselves to get a bit of the action there. Money in a queue !
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I remember when we had real traffic wardens, issuing parking tickets was a minor part of their job, you often saw them doing "point duty" too!
The only private parking signs you saw were, "No Parking".
