Could Universal Credit help with payment for photo ID?

I'm not very optimistic about this, but I figured I'd ask anyway.
I've received a conditional job offer, but they need photo ID from me. I'm 22 but I don't have any. I've never had an adult passport, nor a drivers license or provisional, I've always got by with my Birth Certificate, but they're not going to accept that.
If I explain the situation to them, do you know if UC could help me with the costs of getting some photo ID, considering it's for a job?
Also, does anyone know the cheapest type of photo ID I could get? I'm considering a provisional just because it's something I'll need eventually, but I really can't afford to spend much right now.

This seems to be the cheapest

I am not sure why you need photo ID for the job. You need to ask them what it is for and what kind of identification they need.
You could try asking the Job Centre if they have funds for this (I suspect not) or ask your employer if they would pay for it and deduct it from your first wage.
Can't think why they would need you to supply it really.0 -
You need photo ID for most jobs now I think - they need to be able to be sure you have the right to work in the UK. I don't think the citizen card would be enough - usually it is a provisional or passport which is required.0

Photo ID doesn't show that you have the right to work in the UK.
A DBS check ( and I know that is not what is being asked for here) does not require a photo ID if the person does not have one. Instead, identity is established by producing other documents. Could you ask the employer if a selection of documents as required for DBS would be suitable (although no DBS check will actually take place)?0
