Mint is hiking interest rates in January

Who else has received a letter from Mint saying its new interest rate from 17th January 2016 will be 17.436%?!
In January this year I took up an offer of 6.9% on money transfers with no fee.
The original offer says that "variable rates could go up or down for several reasons... for example there could be a change if there is a move in the Bank of England base rate". Fair enough, but at most that would be 0.5-1% not 10.53%.
The offer also says "With this low rate of 6.9% you won't have to worry about the offer ending and the rate suddenly rising" - which is exactly what has happened.
I phoned the telephone number on today's letter from Mint because I wanted to check if this was for new transfers or existing balances. She told me it would apply to my existing balance but could not answer any of my questions and clearly hadn't be trained on what to say at all.
Has anyone got any advice please?
